Targeted protections make sense for risky coins
This is a solid idea — I recently tested a similar approach myself and found it useful in practice.
Although it runs counter to my preference for universality, I agree there is merit in applying targeted measures to especially "dangerous" coins to limit downside risk.

Use targeted controls or stricter rules for coins that meet defined high-risk criteria, but keep universality as the default and apply exceptions sparingly with transparent rules and monitoring.
